WHATWG の html spec 該当箇所を流し読みしたが、 figure 要素の意味は「周辺のフロー(大抵は本文)の一部ではあるが、別の場所に移動されたりしても問題がないもの」という意味だと理解した

典型的には、 TeX で表や図がレイアウトの都合で、ソース上での位置とは少しずれたページ上部や下部に配置されることがあるけど、 HTML においてああいった移動が可能であることを明示するのが figure 要素であるっぽい

「なくても良い」などということはどこにも書いてない、はず
